Weapons Policy For Jehovah Saints Homeless Shelters Purpose Jehovah Saints Homeless Shelters are dedicated to providing a safe and secure environment for all guests, staff, volunteers, and visitors. This Weapons Policy is established to protect everyone on the premises by strictly prohibiting the possession or use of weapons within shelter property. Policy Statement The possession, carrying, use, or storage of weapons of any kind is strictly prohibited on the premises of Jehovah Saints Homeless Shelters. This policy applies to all individuals, regardless of whether they have a permit or license for the weapon. Scope This policy applies to all guests, staff, volunteers, visitors, and contractors at Jehovah Saints Homeless Shelters. Definition of Weapons Weapons include, but are not limited to: Firearms (handguns, rifles, shotguns, etc.). Knives with blades longer than 3 inches (excluding kitchen utensils used for shelter purposes). Explosives, fireworks, or incendiary devices. Tasers, stun guns, or other electronic disabling devices. Brass knuckles, clubs, bats, or other objects intended to be used as weapons. Any item that could be used to intimidate, harm, or threaten others. Policy Enforcement 1. Prohibited Possession Individuals found in possession of a weapon will be asked to immediately remove the weapon from the premises. If a weapon is discovered during entry or while on the premises, staff may confiscate the weapon temporarily and notify law enforcement if necessary. 2. Screening Guests may be subject to bag checks or screenings upon entry to ensure compliance with this policy. Any weapons found during screening will be confiscated and handled according to shelter procedures. 3. Violent or Threatening Behavior Any individual who uses or threatens to use a weapon will be reported to law enforcement immediately. The individual will be removed from the premises and may face permanent exclusion from the shelter. Exceptions The following exceptions to this policy may apply: Law Enforcement Personnel: Police officers or other law enforcement personnel who are on duty and carrying weapons as part of their official responsibilities are exempt from this policy. Religious or Cultural Items: Items carried for religious or cultural purposes that could be classified as weapons (e.g., ceremonial knives) must be disclosed to shelter management upon entry. Shelter management will determine how these items can be safely stored or handled. Violation of Policy 1. BYLAWS OF JEHOVAH SAINTS ARTICLE I: NAME AND PURPOSE Section 1. Name The name of the organization shall be Jehovah Saints, hereinafter referred to as the "Organization." Section 2. Purpose The Organization is established as a nonprofit organization under Section 508(c)(1)(A) of the Internal Revenue Code. Its purpose is to provide shelter, food, clothing, spiritual support, and other essential services to individuals and families experiencing homelessness, in accordance with Christian principles and values. Section 3. Mission Statement The mission of Jehovah Saints is to serve the homeless by offering compassionate care, spiritual guidance, and resources to help individuals and families transition to stable, independent living. ARTICLE II: NONPROFIT STATUS Section 1. Tax-Exempt Status The Organization shall operate exclusively for religious, charitable, and educational purposes in accordance with Section 508(c)(1)(A) of the Internal Revenue Code. No part of the Organization’s net earnings shall inure to the benefit of any private individual or shareholder. Section 2. Prohibited Activities The Organization shall not engage in activities that violate federal or state laws, including but not limited to political campaigning or substantial lobbying. ARTICLE III: MEMBERSHIP Section 1. Membership The Organization shall not have members as defined by law. Instead, the governance and management of the Organization shall be vested in the Board of Directors. ARTICLE IV: BOARD OF DIRECTORS Section 1. General Powers The Board of Directors (hereinafter referred to as the "Board") shall oversee the affairs, policies, and activities of the Organization. The Board shall be responsible for ensuring that the Organization fulfills its mission and complies with applicable laws. Section 2. Number and Composition The Board shall consist of no fewer than three (3) and no more than fifteen (15) members. The exact number of directors shall be determined by the Board. Section 3. Qualifications Board members shall demonstrate a commitment to the mission and values of the Organization. At least one member must be knowledgeable about nonprofit governance and financial oversight. Section 4. Term of Office Each director shall serve a term of three (3) years and may be re-elected for additional terms. Terms shall be staggered to ensure continuity. Section 5. Purpose of Donations All donations to Jehovah Saints are used to support the ministry’s mission, including but not limited to: Spreading the Gospel through outreach and evangelism. Jehovah Saints Homeless Shelters Conflict of Interest Policy ARTICLE I: PURPOSE The purpose of this Conflict of Interest Policy is to protect the interests of Jehovah Saints Homeless Shelters (hereinafter referred to as the "Organization") when it is contemplating entering into a transaction or arrangement that might benefit the private interests of a board member, officer, or key employee. This policy is intended to ensure that all decisions made on behalf of the Organization are in its best interest and comply with applicable legal and ethical standards. ARTICLE II: DEFINITIONS Conflict of Interest A conflict of interest arises when a person in a position of authority over the Organization (e.g., a board member, officer, or key employee) has a financial, personal, or professional interest that could interfere with their duty to act in the best interests of the Organization. Examples include, but are not limited to: A financial interest in a business or entity that does business with the Organization. A personal or familial relationship with an individual or entity that benefits from the Organization’s decisions. Receipt of gifts, favors, or other benefits from individuals or entities that do business with the Organization. Interested Person Any board member, officer, or key employee of the Organization who has a direct or indirect financial interest, as defined below, is considered an "interested person." Financial Interest A person has a financial interest if they, or a member of their immediate family, have: An ownership or investment interest in any entity that does business with the Organization. A compensation arrangement with the Organization or with any entity or individual with which the Organization has a transaction or arrangement. A potential ownership, investment interest, or compensation arrangement with any entity or individual with which the Organization is negotiating a transaction or arrangement. ARTICLE III: DUTY TO DISCLOSE Disclosure Requirements Interested persons must disclose any actual, perceived, or potential conflicts of interest to the Board of Directors at the earliest possible time. Disclosure must include the nature of the financial or personal interest and any relevant facts. Annual Disclosure All board members, officers, and key employees are required to complete an Annual Disclosure Form (see Appendix) and update it promptly if any changes occur during the year. ARTICLE IV: PROCEDURES Determining Whether a Conflict of Interest Exists After disclosure of a potential conflict of interest, the interested person shall leave the meeting while the Board discusses and votes on whether a conflict of interest exists. The Board shall determine by majority vote whether the disclosed interest presents a conflict. Addressing the Conflict of Interest If the Board determines that a conflict of interest exists, it shall take appropriate action, which may include: Prohibiting the interested person from participating in discussions or decisions related to the matter. Seeking alternative arrangements or transactions that do not involve the interested person. Approving the transaction or arrangement only if: It is in the best interest of the Organization. It is fair and reasonable. It complies with applicable laws and regulations. Recusal The interested person shall not participate in any discussions, deliberations, or votes related to the matter giving rise to the conflict of interest. Documentation The minutes of the meeting shall document: The nature of the conflict of interest. The Board’s decision regarding the conflict. Any actions taken to address the conflict. The names of those present during discussions and votes. ARTICLE V: VIOLATIONS OF THE POLICY Failure to Disclose If the Board has reasonable cause to believe that an individual has failed to disclose a conflict of interest, it shall inform the individual and provide an opportunity for them to explain the alleged failure to disclose. Corrective Action If, after hearing the response and conducting further investigation, the Board determines that the individual intentionally failed to disclose a conflict of interest, it may take appropriate corrective action, including removal from their position. ARTICLE VI: COMPENSATION Compensation Decisions A voting member of the Board of Directors who receives compensation, directly or indirectly, from the Organization for services is precluded from voting on matters pertaining to their compensation. Committee Membership No voting member of any committee whose jurisdiction includes compensation matters and who receives compensation from the Organization may participate in discussions or votes on their own compensation. ARTICLE VII: PERIODIC REVIEWS To ensure the Organization operates in a manner consistent with its tax-exempt purpose and does not engage in activities that could jeopardize its tax-exempt status, the Board shall conduct periodic reviews. These reviews shall include: Whether compensation arrangements and benefits are reasonable and consistent with market standards. Whether partnerships, joint ventures, and arrangements with other organizations conform to the Organization’s mission and policies. ARTICLE VIII: USE OF OUTSIDE EXPERTS When conducting reviews or addressing conflicts of interest, the Organization may, but is not required to, use outside experts. The use of outside experts does not relieve the Board of its responsibility to ensure that all decisions are made in the best interest of the Organization. To maintain a peaceful and cooperative community, all individuals are expected to follow these house rules. 1. Respect for Others Treat all guests, staff, and volunteers with kindness, dignity, and respect. Harassment, discrimination, bullying, or threatening behavior of any kind will not be tolerated. Respect the personal space and belongings of others. 2. Substance-Free Environment The possession, use, or distribution of drugs, alcohol, or related paraphernalia is strictly prohibited on shelter property. Guests under the influence of drugs or alcohol may be denied entry or asked to leave, depending on the situation. 3. No Weapons Weapons of any kind, including firearms, knives, or any item that could be used to harm others, are not allowed on the premises. Violations of this rule may result in immediate removal from the shelter and notification of law enforcement. 4. Quiet Hours Quiet hours are observed from 10:00 PM to 6:00 AM to ensure everyone has the opportunity to rest. During this time, keep noise levels to a minimum, including conversations, phone use, and other activities. 5.
